WiF for Vassal updated to version 6.11

The World in Flames module for VASSAL has been updated and is now available. Version 6.11 has a few new things for your gaming enjoyment including:
- The Master Force Pool size has been doubled
- Added Weather Cards which can be placed directly on the map and summarize effects
- A few more minor fixes
