Have you read the VATS document at http://criticalhit.com/VATS20_readme.pdf? It contains all the information you need to get ATS VASSAL started.

I bought Arnhem and also downloaded the VATS software.

I just bought ATS and I am interested to play it on Vassal but the module is not available, I wrote on CH forum asking for news but I had no answer. Could somebody help me uploading me the VATS software, please?
