    Concealment terrain in bypass?

A vehicle ends its MPh in bypass of woods, being open ground the non-woods part of the hex.
At the end of the CCPh the vehicle is in no enemy's LOS and wants to gain concealment.
For purposes of rolling or not the die for concealment gain, is the vehicle considered in concealment terrain or not?

D2.38 "A vehicle in Bypass is in the Open Ground portion of that hex," and from that it goes on to conclude that it is not eligible for the TEM. I believe you can construct the sentence, "a vehicle in Bypass is in the Open Ground portion of that hex, and is therefore not entitled to X," where X is anything it would be entitled to if it were in the building/woods, but not if it were in open ground.

But what about a hexside/vertex that is covered in Brush? If the vehicle pays for the cost of the Brush hexside and is stopped at the Brush covered vertex out of LOS of a KEU wouldn't it be eligible for concealment?

Good point. I guess it would be concealment terrain, as it would be in the brush.

If you read further in D2.38, I believe, it mentions the case where there's woods on the hexside. If you feel this needs to be clarified, by all means put in for a Perry Sez because it's not 100% in black and white. If you are playing right now, I'll spoil the ending so you can finish your game. The answer is going to be, treat the vehicle as being in the terrain type at the CAFP.
