Maybe a better solution would be an SSR specifying how many Initiative Chits (re-rolls on a 12) each side gets at the start of the game. For example, D = 1 / A =0, or D = 2 / A =1.
How about an Initiative Chit being used in balance? If a scenario slightly favors one side or the other, then the un-balanced side is given an I Chit. This could also be used in ABS.... Level 1 - Germans get one extra 467 and one I Chit.
