Is there a listing in the rules or in the Ordnance Notes that clearly outlines which nationalities get to use WP and when it is available for use to them?

As an example, from what I can tell from the ASL SK EP1, it looks like all nationalities can use WP smoke grenades at the start of the war. That doesn't seem right to me....

NOTE: there is probably a table or chart that I am overlooking, but I'll not to proud to say that I must have a mental block on this one
