Is empire space too big in EVE Online?

This is something I've thought about a lot. I've played as both a carebear and I've also made my living sneaking around low-sec, though I have never operated as a dedicated pirate.

I understand the reasons for having an empire and for having high security areas within that empire -- it wouldn't be much of an empire if it didn't provide security within its borders. That said, is EVE's empire too big? Shouldn't the vast majority of the EVE universe be 0.0, as this is the sandbox portion of the game?
