VCA changes in Buildings

The answer was (and still is) YES.

My assumption is that the BOG DR does not double for a drop in the cellar and rubbling of the building (B23.41 specifically mentions entering).
Is this assumption correct ?
Does the Panther has to roll the dice for Stalling (or getting immobilized if a model D) before making it's VCA change ?
Must it be BU ?

The rules specifically state that the falling into the cellar rule
is applicable for entry into the building and any VCA changes
made when inside the building.
