I cannot find a reference to the roads that come on to the ends of boards in the rules. I have always played that you can use road movement on either but it does not always feel right. Is there some clarification of this?

Using a board edge of any board, hexes A5 & A6 to answer.
You can enter either A5 or A6 at the road rate from hex B5
However when entering from offboard, only offboard hexes with a coordinate of 5 are considered road hexs [A2.51]. So you can not enter A5 or A6 from an offboard hex with a coordinate of 4 or 6 using the road rate.
This is why I always place the extra board as per A2.51 when units enter from offboard

Strictly according to the rules these roads should be treated as village terrain B31.1.
As I noticed this I asked Perry and his reply was that the road exists in the hex with hex coordinate 5 both onboard and offboard. That answer clarifies that B31.1 do not apply but it is no official answer since it is not stated in any errata.

There is another Perry Sez that they are not Village terrain. It was posted to the ASLML by Bruce Probst on Oct 6, 2005

I have never seen a Perry Sez where the answer was the ONBOARD road existed only in the hex with coordinate 5, nor ever seen it played that way.
I have only ever seen it played that the road does exist in both ONBOARD hexes (Coordinates 5 & 6)

I did not value the statement, I just addressed what Perry answered me in a mailed question.
As I pointed out earlier a Perry Sez is not a official rule and therefore by the official rules buildings need NOT be part of hexes to make rule B31.1 to come into effect.

I would take it as given that the definition of a Narrow Street [B31.1] is obviously within the context of Village Terrain, and that B31.1 does not apply to the board edge road hexes (eg AA5/AA6 & GG5/GG6)
B31.1 has as its subrules:
B31.11 - Bypass movement on narrow Streets. Obviously Bypass movement must have an obstacle being Bypassed. Also You would have to apply the one-lane restictions
B31.12 the movement restrictions that include TCA/VCA restrictions
