When engineers repair a bridge, must they remain next to the bridge, in order to "maintain" it, as in Panzer Campaigns?

No. Once points have been added to the bridge strength the engineers may move away to do other tasks.

In this case, our 19th century guys in aprons with axes are Better than Panzer Campaigns' engineers in trucks with Brucko Js!

Not exactly. If you add in Random Bridge damage for titles like Wagram then it makes sense to maintain a bridge.

If on the other hand you have a unit that repairs a structure and its good to go ...

We are not talking about 20 ton vehicles here.
