straight from the news...
it just happens I have a map of Port au Prince I dl'd for some reason, and thus, a "What if" scn is going to evolve from this.
POA2 will certainly do the job well enough I hope...
...but, it's likely to have civvies in the firing line? Do people object to this? Personally I'm not concerned, as I feel COBs are a part of modern battle and need to be involved.
however, I know from experience designing for the Squad Battles series, inclusion of civvies as targettable entities is not seen as acceptable.
thus I leave it to my peers to decide for me.

I think it`s unwise to include in a historical War*Game* on several levels, not the least being parental reaction if the younger players, which we all hope get involved, start targeting civvies. Just IMO :)
Just in the last hour watched a programme about the US policy of direct targeting of civilians (refugees) in Korea in 51’.At the time when our friends had their very backs to the wall it seemed justifiable.
Less so when the conflict was over.
I think I have to agree wirh Old&Slow
In some injstances, an aggressor may wish to specifically target civilians. EG- Al-Qiada, rebels, Farra Ai-deed and some forces may need to directly oppose such actions... the UN, etc. This is always in the news, human shields, NGO's refugees, the very complicated conditions commanders face.
For the sake of scenario design and an added battlefield concern to the commander, I think it should be permitted under specific conditions relevant to the scenario.
If parents don't object to thier kid playing an ultra-realistic wargame that simulates NBC weapons, and tactical bombing, etc... then it might not be such a concern. You can't foolproof a wargame against its own carnage. It's war after all. Let the parents decide and let the gamers have options.
