In the latter cases, I would say this is an example of the designer changing the figures for units which are only used as disbands (?), and not being bothered to go and find the specific equipment type to reduce the authorised equipment- and just reduced the assigned equipment instead.

None of what Kraut showed are disbands. To the list of cheaters, I'll add the seigfried forts.
On that last one of Kraut's, maybe the Allies should try to stuff another hundred Shermans in there when no one's looking... Try to make the division worthwhile!

a) Why the hell have the Russians got a unit with 90% proficiency?
b) 102 Shermans authorised to an Armoured division?

The 90% Russian's an immobile fortress unit - we needed to do that to make them strong: the mobile Russian units are a lot weaker.
